Does our home association fees pay for snow removal of common sidewalks? If so, why has that not been done?

Currently the Maintenance Corp does not have payment for snow removal of common sidewalks in the contract.  We'll be asking for pricing this year for this additional service during contract negotiations for the upcoming winter season.
