There are 243 lots in Ballymeade. Approximately 150 townhomes, the rest single family homes. The community was built on farmland that was left to the Catholic Diocese some time after World War II. The land was left dorment by the church for over 50 years until development began in 1996. The first residents to move into Ballymeade were in the spring of 1997.
Eastern States Development Company developed the roads and sidewalks and lots. Eastern States is owned by members of the Julian family of Wilmington, Delaware, and is part of the Eastern States Group, which also includes Eastern States Construction Service and Benchmark Builders. The organization has been very active in construction and development work in the New Castle County region since the 1950s.
Baldini built all of the single family homes. Pulte built the townhomes - with the exception of the last 9 that went up in 2004 on Morningdale Drive. Those 9 were built by Baldini after purchasing the land from Pulte. There was a year or two delay in buiding those homes due to county sewer capacity issues which got resolved.
Ballymeade is a great place to live. It's conveniently located, yet peaceful and safe. Deed restrictions apply. At the settelment table homeowners all agree by signing the "Deed Restrictions" document that the homeowners will abide by the rules and by-laws of this "deed restricted community". A board of directors is elected and the board manages all aspects of what it takes to keep the community running - landscaping, snow plowing, budgets, assessments, reserve funds, etc. The "Ballymeade Maintenance Corporation" is the entity that owns the common areas and the board members are officers of this corporation. Since it is a maintenance corporation and not a civic association member's assessments are not permited to be used for social activities. Assessment fees are only allowed to be used for the maintenance and management of the community and the commonly owned property such as the tot lot, tennis court, the wetlands, several water basins and open grass areas throughout the community.
