How should the written consent be compiled? By a resident or a request through the HOA? Thanks again!

From my experience with our Board I do not think they would do that.  I think it would be up to a resident but could be wrong. 

 

You might start with Ron White at Penco Management for guidance.  He is great and if he can not help he might know where to go.
