storm water basins?

We are strongly considering this community for our new home and we have seen many properties that we like. However we are a bit concerned with the close proximity of one of them to one of the large storm water basins. Have there been any issues in the past with the basis (flooding, pest, etc). Who is responsible for the maintenance and upkeep of those public areas?

Basins in excellent condition

Thank you for your interest in considering a home purchase in Ballymeade. It is an excellent community. To answer your question, there are five storm water basins in Ballymeade and they are subject to annual inspection by New Castle County. The public areas of the community (including the basins) are the responsibility of the Ballymeade Maintenance Corporation, of which all residents are members and are represented by an elected Board of Directors. The basins passed inspection in 2007 and the Board entered into a contract with a landscaping company to maintain the excellent condition of the basins. There have not been any instances of flooding.

Hello, in repsonse to your entry on the People Talk area of the Ballymeade website I would like to respond. I'm the landscape committe chair and president of the Board of Directors of the Ballymeade Maintenance Corporation. Ballymeade is a very fine community, financially sound, well run and peaceful. The best of luck to you regarding your possible purchase in our community.

Regarding your question about flooding, the water basins are designed to collect water run off from the streets and then release the water very slowing into the natural streams and creeks sourounding the community. This prevents flooding downstream from fast running run-off water. There has never been flooding in Ballymeade. I am an original owner in the community and have attended every annual meeting for 10 years and have been on the board for 5 years and I can assure you that there has never been flooding discussed at any annual community meeting or at the many board meetings I have attended.

Regarding your question about who maintains the basins, the water basins are maintained by the community as a whole. The annual assessment that each homeowner pays ($234 annually this year) contributes to the maintenance of all of the commonly owned property - the entrance area, lighting, insurance, water basins, wetlands, play ground, tennis court, and snow plowing. For the water basins, we have a contract with a landscape company to keep them free of vegetation and debris and New Castle County inspects them for county code compliance annually.
